This fanatic of Street Fighter decided that his memory was not reliable enough to remember his favorite movement of the game so he decided to note down it … of more permanent form.
The result is what they see here and that can be interpreted as a devotion, madness, both or the result of drinking in some bar nearly one tattooes lounge.
